Picnic Cake

1 & 3/4 cup boiling water
1 cup rolled oats
1/2 cup buter
3/4 cup brown sugar
3/4 cup white sugar
2 eggs
1 & 3/4 cup flour
1 teaspoon baking soda
1 teaspoon cinnamon
2 tablespoons cocoa
1/2 teaspoon salt
1 teaspoon vanilla
1 cup chocolate chips, divided
1/4 cup brown sugar

Preheat oven to 350 degrees.  Pour boiling water over butter and oats in a mixing bowl.  Let it sit for 10 minutes.  Add sugars and mix well using a spoon (not a mixer).  Add eggs and mix.  Add dry ingredients and 1/2 of the chocolate chips.  Pour into a greased and floured 9x13 pan.  Sprinkle with remaining chocolate chips and 1/2 cup brown sugar over the top.  Bake for 20-30 minutes.  Serve with whipped cream.  This is from Sister Howes in Australia - the missionaries love this one and it freezes well and stays very moist.
